MoE Student Transfer and Admission Instructions.
1) Only applications made on this form will be considered for transfer of students.
2) No school shall admit a student without a transfer letter signed by the SCDE, CDE and the Director of Secondary Education and Special Programs, as the case may be.
Students seeking transfer within the sub-county: The authority officer will be SCDE.
Learners seeking transfer from one county to another, subject to the recommendation of the CDE, shall be the authorized by the official of the CDE.
Students seeking transfer from one region to another, subject to the recommendation of the Regional Coordinator of Education (RCE), the authorized officer shall be the CDE.
Transfer from one national school to another shall be authorized by the Director of Secondary Education and Special Programs.
3) All headmasters should give release letters to students seeking transfer to other schools, clearly stating the conduct of the students concerned.
A headmaster covering up a student’s conduct will be held responsible for any subsequent problems.
A school which may have vacancies to admit more students, shall issue a transfer letter signed by the principal to the student’s former school to initiate the transfer process.
5) All transfer requests for the coming year must be received by 30th October.
6) No transfer will be made in the middle of the year other than the transfer under special circumstances.

It is important to note that all headmasters should issue letters to students seeking transfer to other schools detailing the behavior of the students.
A principal hiding a student’s misbehavior will be held responsible for any subsequent problems.
To start the transfer process, the school which may have vacancies to admit more students will have to issue the transfer letter
Signed by the student’s former school principal.
There will be no transfer in the middle of the year except in special circumstances.
Medical (attach medical report), performance, distance, high cost and discipline are some of the reasons that can motivate student transfer.
