The Teachers Service Commission (TSC) may be forced to reconsider its position as the legislature leads the commission with respect to teacher qualifications in employment and promotion.
Members of Parliament (MPS), now want TSC to allow teachers who have scored KCSE means Grade C (Plain) or below and have obtained Diploma, Post Graduate Diploma and Degree from various recognized educational institutions to be promoted and deployed.
Lawmakers argue that TSC cannot nullify the qualifications agreed upon by universities and motivate teachers to pursue higher academic papers.
“See what kind of salary teachers earn, if someone can sacrifice a part of that salary to improve their education, it doesn’t make any sense to get the same paper once you are done You have worked hard for more than four years, that it does not add any value to your life,” said John Mbadi, the Diocese MP in Parliament.
Mbadi said it was unacceptable for teachers to retire with their papers, which they had invested heavily to acquire.
ODM nominated MP Wilson Sossion had filed a petition in Parliament (004/2022) calling for TSC’s move to stop teachers from promotion to C (plain) and below.
Subject of the petition: Refusal to accept undergraduate, graduate and postgraduate qualifications obtained by service teachers from universities recognized by the Teachers’ Service Commission.
According to the lawmaker, the minimum admission qualification has been approved by the colleges and hence barring teachers from promotion and employment is unfair.
Mabadi says there should be no other body to repeal the minimum admission requirements set by universities and colleges providing training. They say that when one decides to pursue their education they invest heavily and this cannot be taken lightly even with TSC.
