The President of the Republic of Cameroon, Paul Biya, has set forth immediate financial and administrative measures to respond to teachers’ complaints.
*Financial measures*
The Presidential Directive directs the Finance Minister to proceed with the payment of monthly salary supplement of teachers from the month of March 2022, both for holders and non-holders of the Decree of Integration. It also stipulates payment from the month of March 2022.
Monthly salary supplement to teachers (holders of the Decree of Integration or not) who are currently receiving only 2/3 of their salary;
– Non accommodation compensation due to teachers who are not receiving it – all payments from the month of May 2022 in a more progressive manner, taking into account promotion arrears, non accommodation compensation and salary supplementary arrears of teachers.
Proceed with gradual payment of arrears of teachers’ promotion and reclassification from June 2022.
Administrative Measures The President of the Republic directed the Minister of Public Service and Administrative Reforms to organize the formation of integration documents for teachers before the end of their training in the respective and the institution to which it is affiliated.
In respect of Competent Universities ensure that the regional delegation or the central services of MINFOPRA treat the systematic submission files of ENS and ENSET graduates where necessary, the integration files already condemned in MINFOPRA and the integration files of teachers on the curriculum. Do a detailed balance sheet. MINESEC and MINEDUB.
Proceed with respect to the MINESUP. implement all measures that contribute to dematerialization and simplification of procedures for the treatment of integration files in the public service in line with regulations in the conduct of competitive entrance examinations in ENS and ENSET.
*Instructions to the government*
The President of the Republic also directed the government to continue social dialogue with the teachers’ trade unions to reach an appropriate solution in an agreed manner to improve the situation of teachers.
The Minister of Communications is expected to give a press conference with the concerned (MINFI, MINFOPRA , MINESEC and MINEDUB) to highlight the measures taken by the government to respond to teachers’ grievances.
