The Teacher Service Commission, TSC, conducts mass transfers of teachers. This is to achieve staff balance and to overcome the problem of staff shortage.
In a circular to all the regional directors of TSC, TSC boss Dr. Nancy Macharia observed that despite numerous efforts by the Commission to address the shortage of teachers, the situation is further complicated by irregular teacher distribution.
“If unchecked, this will adversely affect learning outcomes in our learning institutions,” said Dr. Macharia said.
Public schools have been plagued by unprecedented teacher shortages that have hampered efficient service delivery across institutions.
Macharia has therefore directed the regional directors to coordinate with the county directors in their respective regions and rationalize the teacher to ensure equal distribution across the schools.
Any emerging movement that takes place in local areas should have a human face and be well-discussed with all relevant offices to ensure equality for all our learners in compliance with existing staffing standards, ”Ms. Macharia said.
Factors to consider when replacing teachers include their age, health status, disability, marital status and current school time.
Teachers aged 56 and over will be exempt from transfer, as well as those who have been diagnosed with a terminal illness. There are other teachers with disabilities and who have the required certification.
