Principals attending the headmaster’s conference in Mombasa also mourned the stagnation in a job group.
Teachers Service Commission (TSC) has rejected the promotion of teachers on the basis of higher merit obtained during service. He said that TSC promotes teachers by using career progression guidelines.
TSC has listed the names of teachers per county who will not be promoted.
However, TSC human resources director Julius Olayo said the promotion of teachers with masters and PhD degrees is with the Pay and Remuneration Commission (SRC).
“We have a lot of you guys who went back to class and got masters and PhDs, but you’re wondering why the commission isn’t considering those papers when you come back.
These promotions are controlled by the SRC and TSC cannot do anything about it,” said Dr. Olayo. Kessha president Kahi Indimulli said the challenge before teachers and principals is that promotions are judged on those schools What they are reading, which is causing inappropriateness.
Let us not do promotion on the category of the school, as it has been spent for promotion of many deserving teachers over the years,” he said.
Mr. Indimulli said that most of the headmasters of job group D3 are staying despite their long service. “We need to reduce that stagnation,” he said, adding that people with higher education qualifications should be considered.
TSC’s director of legal services, Kelvin Anur, said the commission and SRC did job evaluations and separated administrative teachers’ jobs from non-administrative cadres.
He said that any promotion should be as per the advice of SRC. The truth of the matter is that a headmaster is not just a teacher and, when assessed, is given a higher grade than other teachers. These grades are D3, D4 and D5.
However, Mr. Anur said that promotion to the next class is not automatic as it should be done through a competitive process. He explained that the commission continues to advertise to place teachers in job groups D1, and D2 has been shifted to D3 and that is why so many principals are in D3.
Principals proposed that TSC introduce the post of senior chief principal so that schools with more students could have two headmasters.
He also proposed the introduction of Deputy Principals in charge of boarding services and Vice Principals in charge of guidance and counseling to the cartel for increasing cases of indiscipline in schools. “Let us expand these roles so that the blame is not placed on one person,” Mr. Indimuli said.
Principals urged the TSC to stop sacking teachers whenever they make a mistake, while advocating alternatives such as warnings. “We need to review this policy. Sometimes things happen without our knowledge,” he said.
The commission also vowed to continue implementing the Teacher Professional Development Program (TPD). “We will continue to take TPD online this year as planned.
TSC quality assurance director Ruben Nathamburi said, “From next year, we will combine this with a five-day physical training at the sub-county level.
Mr Nathamburi said that the commission is trying to get the TPD paid by the government, but it has not happened yet and the teachers will still have to pay for it.
