TSC teachers receive memo on compulsory retirement as education county directors are asked to submit more details to headquarters
If you missed
TSC has directed county directors to find a list of teachers born in 1963 who are posted in their jurisdiction and are due to retire in the year 2023.
Retirement dates are determined by the dates of birth declared at the first appointment, as shown below:

The date of birth is coded in the order of year, month and date in the attached list.
For example, 1963/4/12 means that the date of birth is 12 April 1963 and 1963/11/01 means that the date of birth is 1 November 1963.
*Compulsory retirement, and subsequent submission of documents.*
Your office needs to do the following:
(1) Verify the list.
(ii) acknowledgment receipt (in writing) within seven days.
(iii) Inform the Deputy Director (Link) about any discrepancy mentioned in the list.
(iv) Transmit the retirement list to the concerned Deputy County Directors within seven days of receipt.
Upon receipt of the lists, Deputy County Directors will be required to:
(i) verify receipt within seven days and provide acknowledgment
(ii) Issue list wise retirement notices to all teachers.
(iii) Maintain a register of teachers issued with retirement notices.
(iv) Invite all teachers issued with the notice to seek and receive the letter within fourteen days from the date of receipt of the list.
(v) Send copies of the retirement notices to the Deputy Director (Contact), duly signed by the teachers and have approved the receipt.
(vi) Ensure that the teachers submit the required documents within sixty days from the date of receipt of the retirement notice.
vii) Obtain, verify, confirm and certify the completeness of the documents received.
(viii) Return any incomplete documents to the teacher, indicating the extent of the incompleteness and advising the teacher to resubmit it within fourteen days.
(ix) Distribute all documents in a register to the County Director.
Upon receipt of complete documentation, the County Director will be expected to:
(i) Distribute the complete documents in a register to the respective HRM unit heads by 30th April, 2022.
(ii) Return any incomplete documents to the Deputy County Director, indicating the extent of the incompleteness and the need to address them and resubmit the documents within fourteen days.
Important articles.
(i) The names of teachers should be shown on the bank forms exactly as they appear on their National Identity Cards.
(ii) Teachers should be encouraged to maintain their salary accounts to avoid delays in processing their retirement claims.
(iii) Any change in bank details should be accompanied by a letter from the teacher confirming the new account.
(iv) Where (iii) above applies, the Sub-County HR shall affix the teacher’s thumb impression on payment of the Commuted Pension Form (Bank Form), and show the witness his name and TSC number by signing and indicating Will happen.
(v) The name on the bank plate (ATM or card) should appear as a National Identity Card.
(vi) Where (v) above is not applicable, the teacher must obtain a letter from the bank confirming the ownership of the account.
(vii) Those who are contributors to Widow and Child Pension Scheme (WCPS) should submit the pay slip at the earliest to support WCPS i.e. any pay slip for the first ten (10) years of contribution.
(viii) Teachers are advised to check the nearest Kenya Revenue Authority (KRA) office whether they have any tax liabilities and clear the same.

NB//
1). Any teacher who disputes his or her date of birth or whose name is missing from the list but was born in 1963 must write to the Commission through the County Director.
2. Disabled teachers are eligible for extension of service up to the age of 65 years. They are required to apply for extension of service before their 60th birthday by attaching all relevant documents. Any application received after 60th birthday will not be accepted.
