While presenting a petition before the Parliamentary Education and Research Committee on Tuesday, February 22, former KNUT general secretary and ODM nominee MP Wilson Sossion sought an answer from the Teachers Service Commission as to why teachers who received degrees and diplomas while in service did not get promotion.

Responding to the petition, the chairman of the committee, Busia MP Florence Mutua, said that the petition had raised relevant issues that need to be discussed urgently and addressed in the shortest possible time.
“As a committee, we have supported the petition and have agreed to invite TSC to throw light on the issues raised. We have also agreed to hear the petition urgently and ensure capture of the cash required to implement it in the next budget,” said Mutua.
Sossion’s petition was also signed by teachers Martha Omolo, Eva Muchemi and Salvin Munene seeking answers in the matter as to why since 2014 the TSC has unilaterally recognized diplomas, undergraduates, graduates earned by teachers. and refused to recognize postgraduate degrees. institutions of higher education.
“In the interest of self-improvement, many teachers progressively upgrade their qualifications by pursuing higher qualifications ranging from diploma, bachelor’s, master’s and even doctoral degrees,” the petition said.
The current promotion scheme was adopted in 2015 when the commission left out the consideration of educational qualifications. TSC then introduced the Career Progression Guidelines (CPG), which focuses on the performance of teachers for promotion.
“Your humble petitioners pray that this House, through the Departmental Committee on Education and Research, intervene in this matter,” read the petition.
The committee has since called on TSC officials to address the issue of promotions among teachers who have upgraded their qualifications.
All 30,000 teachers who have not been promoted, all have secured higher degrees and diplomas, according to current data from the TSC Career Progression Portal.
