The Public Service Commission (PSC) has declared vacancies for Principal Secretaries (PS) to be recommended for appointment by William Ruto following his inauguration.
The extraordinary gazette notice dated September 7 states that the appointed PS will report directly to Cabinet Secretaries chosen by Ruto and vetted by Parliament.
The PSs will serve as their respective state departments’ accounting and authorized officers.
In addition, they will implement crucial government policies and strategic plans that will shape Ruto’s legacy.
Other responsibilities included facilitating the accomplishment of government programs and projects and ensuring the efficient utilization of financial and other departmental resources.
Requirements for Appointment:
A Kenyan citizen with a degree from a recognized university is required.
Applicants must have ten years of relevant professional experience and a general understanding of government operations.
In addition, they will be required to demonstrate leadership and management skills and meet the requirements of Chapter Six of the Constitution regarding leadership and integrity.
Contracts are determined by the PSC, while salaries are determined by the Salaries and Remuneration Commission (SRC).

“A detailed curriculum vitae should accompany each application. Copies of relevant academic and professional certificates and transcripts, National Identity Card or Passport, testimonials, and other relevant supporting documents will also be required.
The PSC instructed that scanned copies of these documents accompany an online application.
It also instructed applicants that physical letters should be labeled “Application for the position of Principal Secretary.”
Manual applications must be hand-delivered to the Office of the Secretary/CEO on the fourth floor of Commission House, off Harambee Avenue.
In print media, a list of successful candidates will be published.
The number of principal secretaries in Ruto’s administration will be determined by the number of cabinet secretaries appointed.
According to reports, Ruto would appoint approximately 22 cabinet secretaries.
