The two men are awaiting trial at a Busia court for allegedly leaking information in the Kenya Certificate of Secondary Education examination.
According to Busia County Commissioner Kipchumba Ruto, the two shared practical secrets about chemistry, physics and biology in a WhatsApp group. According to him, Mr. Tobias Ouma and Mr. Wycliffe Odhiambo were arrested after they went public.
Two so-called university students took the exam on the “WhatsApp forum for students in Busia”. Ruto said the guidelines published online indicate which test centers to purchase for practical tests.
“These instructions have been given to the test center authorities in advance to prepare for the secret practical test,” he said. Ruto has warned parents and candidates in Busia to be wary of people claiming to have exam details.
“We want to inform parents and students that many will contact them at this time to say that they have test information. You should not be a victim of this,” he said.
“We treat the examination papers with utmost confidentiality. Advance information about the examination will not be given to candidates and unauthorized persons. “Mr Ruto has warned private test centers in Busia County that they will be prosecuted for test errors.
The National Examination Council of Kenya “and other government agencies are working together to ensure that no one is tested before and during the examination,” he said.
